REVITALIZATION STEPS
WHO ARE WE?
We are the newly revitalized Leslie Estates Homeowners Association Number 2.
We are recognized by the State of Florida as an active legal entity.
WE WANT MIAMI GARDENS TO BUILD NEW ROADS AND DRAINAGE.
WE ARE NOT COLLECTING ANY ASSESSMENTS OR FEES.
WE ARE NOT ENFORCING THE BYLAWS OF THE HOA.
WE ARE NOT PLACING LIENS ON ANY PROPERTY.

WHAT IS HAPPENING NOW?
We have prepared for the HOA Annual Meeting.
We have sent another documentation package
to all homeowners of Leslie Estates HOA #2.

It explains what will happen at the HOA Annual Meeting.
Most importantly, it contains 2 important documents:
​​
a Roads Transfer Proxy Ballot and
the HOA Dissolution Proxy Ballot.
Property owners will vote 'YES' or 'NO' on each of the two Proxy Ballots.
Then they will fill out the property address on each ballot.
Then they will sign and print their name on the ballots.
(Owners of multiple properties need to make copies of the ballots.
Use one set of ballots for each property.)
All ballots can be enclosed in the self-addressed envelope
that came with the documentation package.
Mail the envelope back to our lawyer at Legal Services
as soon as possible to arrive before April 9, 2026.

We are collecting the Roads Transfer Proxy Ballots
to make our private roads public.

We need more than
66% of all homeowners to vote 'YES' on their
Roads Transfer Proxy Ballots.

We are collecting the HOA Dissolution Proxy Ballots
to get rid of our HOA after we have
transferred ownership of the roads
to the City of Miami Gardens.

up until and during the HOA Annual Meeting on April 9, 2026.

HISTORY OF THE REVITALIZATION PACKETS AND CONSENT FORMS
The agreement with the City of Miami Gardens is to make our private roads public.
The city will repair and maintain our roads along with the other roads within Miami Gardens.
We have been discussing new roads, storm sewers, and street signs.
Hopefully, we can also get lighting within our community.

Our roads are in terrible shape! We need the city's help.
PUBLIC FUNDS CANNOT BE USED FOR PRIVATE ROADS.
​
We received the previous set of Revitalization Packets and the Consent Forms
in January and February of 2024.
The packets contained the underlying HOA declaration and bylaws,
along with the updated versions for revitalization of the HOA.
We were supposed to review them and sign the included Consent Form.
Consent Forms were being collected by the Revitalization Committee.
Ms. Henrietta Lacey was a tremendous help to us by going door to door
to encourage homeowners to sign their Consent Forms.

We were successful in collecting the necessary number of Consent Forms to revitalize our HOA.
We sent our revitalization package to the Florida Department of Commerce in November 2025.
The Department of Commerce approved our revitalization package in December 2025.
The State of Florida has given us permission to revitalize the HOA.
We have the authority to govern ourselves.
We plan to give the City of Miami Gardens ownership of our private roads.​
That would happen at the HOA Annual Meeting.

The HOA Annual Meeting is scheduled for
Thursday, 7:30 pm, April 9, 2026,
at Walt Frazier Park, 3201 NW 185th Street,
Miami Gardens, FL 33056.​

The whole purpose of revitalizing our HOA
was to be able to legally make our private roads public,
so that the City of Miami Gardens would take care of them.

We are almost there!
We would FINALLY have accomplished what many of us have been trying to do since 2008:
make our private roads public and let the city of Miami Gardens take care of them!
​
Our tax dollars, that we continue to pay,
would finally enable us to get new roads, storm sewers, street signs & hopefully lighting.
